The network call was being sent to Google Ads. The payload looked correct. But still no conversions were recording.

Wrong.
The Layer 3 Problem: Parameter Mismatch
Layer 3 problems are about data delivery verification. Just because data is being sent doesn’t mean it’s being sent correctly or to the right place.
I compared the network payload against the Google Ads account configuration:

Found it.
The conversion label in the GTM tag was copying from an old Google Ads conversion action that had been deleted and recreated. The GTM tag was sending data to a conversion label that no longer existed in the Google Ads account.
Why This Happens More Than You Think
This isn’t a rare edge case. Here are the three most common ways this exact problem occurs:
1. Conversion Action Recreation
Business owner deletes and recreates a Google Ads conversion action (maybe trying to “fix” it), which generates a new conversion label. GTM tag still references the old label.
2. Multiple Google Ads Accounts
Data being sent to Google Ads account A, but business owner is checking conversions in Google Ads account B. Happens constantly with agencies or businesses that have multiple ad accounts.
3. Plugin-Generated Confusion
WordPress plugins like Site Kit or WooCommerce Google Analytics automatically generate GTM tags with their own conversion tracking, which can conflict with manually configured tags.
The Fix (And Why It’s Not Just About Fixing)
The technical fix was simple: Update the GTM conversion tag with the correct conversion label from the current Google Ads conversion action.
But here’s what I learned from this diagnostic that matters more than the fix:
You cannot troubleshoot Layer 3 problems without comparing what’s being sent against what’s expected on the receiving platform.

- Network tab analysis of actual payloads
- Cross-platform verification of configuration
- Understanding of how platforms process and validate data
